One of the major reasons for surface water pollution is indiscriminate disposal of untreated and partially treated disposal of industrial effluent. Industries need to make sure that their ETP is running efficiently and effluent quality is conforming to ECR 1997. But most of the ETPs’ do not have the equipment, laboratory and expertise for measuring water quality parameters. They need to send samples to laboratories from time to time, which is costly and time consuming. Because of not having continuous data of the quality of effluent on site, engineers are usually unable to identify the reasons for ETP malfunction, therefore, fail to take adequate measures quickly. Moreover, they cannot optimize the units of operation including chemical dosing and retention time which hamper cost effectiveness. Sometimes, inability to maintain required effluent quality leads to strict punitive measures by the DoE . It should be noted that the expenses incurred in operating the ETP do not directly bring in financial benefit for the owners. Thus, owners tend to cut corners in operating the ETPs. The apparent unwillingness by owners to run the ETPs continuously resulting in severe environmental pollution. Besides, it becomes difficult for the authority to capture these unethical industries as there is no continuous monitoring system. Not to mention, manual investigation is not enough to force all industries to maintain effluent quality.

As a solution to the previously mentioned problem, a multi meter is developed with capability to measure the required parameters such as EC, temperature, pH, COD, BOD, electrical conductivity, turbidity, TDS, TSS, dissolved oxygen and ORP, etc. which will be placed at the discharge point. During the time of discharge, it will measure the quality of effluent and send the collected data to the server through embedded Wi-Fi facility. These gathered data will be dispatched to two different servers. One of the servers will be located in the industry, where the data will appear on the dashboard and the control room will monitor the performance of the ETP based on the continuous data acquired through the device. An alarm along with a notification will be sent through the system in case any of the monitored parameters exceed the acceptable limit set in the ECR ’97 for disposal of treated industrial effluent. The Department of Environment will host the other server where all the data will be delivered and recorded under a Specific Industry Code (SIC) as part of the reporting activity of the respective industry. Any kind of intervention and abnormality in the performance of ETP of any industry can be communicated immediately to the respected industry. The special feature of this monitoring device will be an “on board storage system”. All the data will be recorded in a micro SD card as a backup in case of unexpected situations such as Wi-Fi disconnection or server related problem. . More importantly, calibration and troubleshooting will become easier with this measuring device as it is built from the scratch. Hence, no foreign help will be required. Additionally, unlike combined sensors, different probes are assigned to measure different parameters. So, in case of probe failure, only the respective probe needs to be replaced which improves the sustainability of the system. The website will have options for graphical representation and filters for data analysis. Data can be exported as excel files also for post-processing. If any parameter exceeds the limit mentioned in ECR 1997, an email and an SMS will be sent to concerned authority in addition to the alarm system. It will have multilevel authentication system. Last but not least, this system can also be installed in different stages of ETP for process optimization and in laboratories for research purpose.
